Dubai Truck Ban From 1 October 2026: How to Get Concrete Barriers Delivered Without Losing a Day
On Wednesday morning a foreman in Business Bay called us at 6:40am. His 3m barriers were loaded in Jebel Ali, the crane was booked for 8am, and the driver had just been turned off Sheikh Zayed Road at the Al Manara interchange. The trailer sat at a rest area until 10pm. The crane invoice still came.
That is the new reality. From 1 October 2026, RTA and Dubai Police put trucks off Sheikh Zayed Road for 16 hours a day, shut four corridors to trucks around the clock, and added three daily windows on the Deira arteries. If you move barriers in Dubai, your delivery planning changed this week.

What Actually Changed
The restrictions split into three tiers. Memorise the tier your site falls into, not the whole list.
Tier 1: no trucks, 24 hours a day
- Al Qudra Street
- Meydan Street
- All marine bridges
- Airport Tunnel
If your site is in Meydan, Nad Al Sheba, Al Qudra, Dubai Islands or anywhere the only sensible approach is across a bridge, the delivery route now has to be drawn before the truck leaves the yard. Not after.
Tier 2: no trucks 6am to 10pm
- Sheikh Zayed Road
- Beirut Street
- Al Mizhar, Muhaisnah and Oud Al Muteena residential roads
Sixteen hours a day. Your daytime delivery to anything along E11 now comes in by 6am or after 10pm, or it comes in on a different road.
Tier 3: three peak windows closed
- Airport Street
- Oman Street
- Damascus Street
Closed to trucks 6:30am to 8:30am, 1pm to 3pm and 5:30pm to 8pm. That leaves 8:30am to 1pm and 3pm to 5:30pm as the only daytime slots. On these roads an hour late is the same as four hours late.
Exempt
- Emirates Road (E611) is exempt from all of it. It is now the spine of every long-distance barrier run in Dubai.
RTA also widened the truck rest-area network to 16 locations with just over 1,000 parking bays. That is where your driver will wait if your timing is wrong. You pay for the wait.
Why This Hits Barriers Harder Than Other Materials
Blocks, aggregate and steel can land in a laydown area whenever the truck arrives. Barriers usually cannot.
- Most barrier drops are crane drops. A 3m double-sided unit weighs around 1.2 to 1.6 tonnes (full dimensions and weights here). You need a Hiab or a mobile crane on site at the same time as the trailer. Two bookings, one window.
- RTA diversions are installed inside a permit window (the RTA fine trap guide covers how those windows are set). If the Traffic Management Plan says the lane closes at 11pm and opens at 5am, barriers arriving at 7am are useless until the next night.
- A 40ft trailer takes 6 to 7 units of 3m or 12 to 14 units of 2m. A 500m diversion is six or seven loads. One blocked route breaks the sequence for every truck behind it.
In short, the truck ban does not just delay the material. It breaks the crane booking, the permit window and the traffic consultant’s night.

Note that E311 (Sheikh Mohammed Bin Zayed Road) has kept its older peak restrictions between Ras Al Khor Road and the Sharjah border. Those have not gone away.
The ROWS Permit Nobody Has Used Yet
RTA says companies that need to move trucks inside a restricted period can apply for a permit through Right of Way Services (ROWS) on the RTA website.
We have applied for three this week. What we learned:
- Apply per route and per period, not per company. A permit for Sheikh Zayed Road daytime does not cover Meydan Street.
- Attach the project NOC. If the barriers are going into an RTA diversion, attach the approved TMP as well. The permit office links the truck permit to an active works permit far faster than to a blank application.
- State the reason as safety, not convenience. “Barrier installation inside approved RTA lane closure window” gets read differently from “client wants delivery in the morning.”
- Expect the plate numbers to be fixed. If you swap trailers, you are swapping permits.
Our view: for anything on the Palm, Dubai Islands or Meydan, get the ROWS permit before you confirm the order quantity. For the E11 corridor, do not bother with the permit. Just move the drop to night.
Night Deliveries: What Changes on Your Side
Moving the barrier drop to 10pm to 6am is the easy answer for most Dubai sites. It carries its own costs. Price them in.
- Crane rate: night rates run 15 to 25 percent above day rates with most Dubai crane hire firms. A 50 tonne mobile crane that was AED 2,200 a shift is now AED 2,600 to 2,800.
- Banksman and lighting: RTA WZTM requires lighting for night work inside the ROW. Two tower lights at AED 180 to 250 a night each.
- Labour: your riggers are now on a night shift. If the same gang did the day shift, that is a Labour Law issue, not just a cost issue.
- Noise: Dubai Municipality noise limits apply near residential buildings. Barrier placement is quiet. Crane engines and reversing alarms are not. Keep the generator away from the tower.
- Security: a night drop with nobody to receive it is a theft risk for barriers with reflectors and a damage risk for everything else.
The upside: night drops rarely wait. Our Business Bay client moved his second load to a 11pm slot. Trailer in at 11:05pm, crane finished by 1:30am, driver back in Jebel Ali before 3am. One shift, no rest area.
Consolidate Loads or Pay Twice
Every truck now costs more because every truck has fewer hours to work. The fix is fewer trucks.
- Mix 2m and 3m units on the same trailer. A standard 40ft flatbed is limited by weight, not deck length, when loading barriers. Four 3m units plus six 2m units is a common mix for a diversion that needs flares.
- Put the barrier end treatments, reflectors and interlocking pins on the same truck. We have seen sites take three deliveries in a week for items that fit on one.
- If two of your sites are within 5km of each other, schedule both drops on one route on the same night. Dispatchers call it a milk run. It halves the permit admin.
Where This Leaves Rental and Relocation
Contractors who move barriers between phases now face the same restrictions twice: once leaving a site, once arriving at the next. A phase 1 to phase 2 relocation inside Downtown that used to take a morning now takes a night shift or two.
Two practical answers:
- Buy for the long diversion, rent for the short closure. The break-even maths is in our rental vs buying guide. A closure of less than four weeks is not worth the two night moves. Rent, let the supplier handle the trucks.
- Ask your supplier for a buyback or hold-in-yard price. We keep client stock in our yard between phases rather than sending it to a site where it will sit on the wrong side of a bridge.

Checklist Before You Confirm a Dubai Delivery Date
- Mark the site on the tier table above. Which tier?
- Draw the route from the yard. Does it touch E11, Al Qudra, Meydan Street, a bridge or the Airport Tunnel?
- If yes to a 24-hour road, apply for the ROWS permit today and do not confirm a date until it is issued.
- If yes to E11 or Beirut Street, move the drop to 10pm to 6am or re-route via Al Khail.
- Book the crane for the delivery window, not the delivery day. Confirm the operator knows the night rate.
- Check the RTA lane closure window on your TMP matches the truck arrival window.
- Send the driver the route in writing. “Come via Al Khail” on a phone call is not a route.
- Keep a loader or forklift on site for 2m units. If the crane is late, you can still offload the lighter stock.
- Hold 5 percent spare on site. A missed window is now a day, not an hour.
FAQs
Does the truck ban apply to a 3 tonne pickup carrying two barriers?
RTA’s announcement covers trucks and heavy vehicles. Light commercial vehicles under 3.5 tonnes gross are not in the restricted class. Two 3m barriers on a 3 tonne pickup is overloaded anyway, so the question rarely matters. One 2m unit on a 3 tonne pickup is legal and useful for emergency spares.
Is Emirates Road really exempt all day?
Yes. RTA named Emirates Road as exempt from the new restrictions. It is the long way round for most of urban Dubai, but it is open.
Can I deliver barriers to a Palm Jumeirah site at all during the day?
Only with a ROWS permit, because the Palm bridges are 24-hour no-truck roads. Without a permit, the answer is no at any hour.
What is the fine for a truck caught on Sheikh Zayed Road at 9am?
RTA and Dubai Police have not published a new fine schedule alongside the 1 October rules. Existing restricted-road violations for heavy vehicles are enforced by Dubai Police with fines and black points on the driver. Ask your transporter who carries the fine in their contract. Most pass it to the client.
Will the ban affect barrier prices?
Delivery charges, yes. Expect Dubai delivery quotes to carry a night premium or a route surcharge from most suppliers over the next few months. Unit prices for the barriers themselves have not moved. Our 2026 price guide still stands.
